新华网北京８月８日电（记者刘菊花）工业和信息化部８日向社会公告１８个工业行业淘汰落后产能企业名单，这些企业的落后产能必须在今年９月底前关闭。

这１８个工业行业２０１０年淘汰落后产能共涉及企业２０８７家。其中涉及企业数较多的行业有：水泥７６２家，造纸２７９家，印染２０１家，焦炭１９２家，炼铁１７５家，铁合金１４３家，制革８４家。从各省分解落实情况看，淘汰任务较重、涉及企业数量较多的省份有：河南２３０家，山西２２６家，浙江１８０家，河北１６５家，云南１６５家，贵州１２８家。

工信部部长李毅中表示，按照国务院相关文件的要求，对未按规定限期淘汰落后产能的企业吊销排污许可证，银行业金融机构不得提供任何形式的新增授信支持，投资管理部门不予审批和核准新的投资项目，国土资源管理部门不予批准新增用地，相关管理部门不予办理生产许可，已颁发生产许可证、安全生产许可证的要依法撤回。

同时，对未按规定淘汰落后产能、被地方政府责令关闭或撤销的企业，限期办理工商注销登记，或者依法吊销工商营业执照。必要时，政府相关部门可要求电力供应企业依法对落后产能企业停止供电。对按规定期限淘汰落后产能的企业，仍应按相关规定给予相应的支持；对淘汰落后产能任务较重且完成较好的企业，在安排技术改造资金、节能减排资金、投资项目核准备案、土地开发利用、融资支持等方面给予倾斜。

李毅中表示，落后产能物耗能耗高、环境污染重、安全无保障，是经济发展方式粗放的重要表现，是导致我国发展质量和效益不高、竞争力不强的重要因素之一。只有加快淘汰落后产能，才能改变高投入、高消耗、高污染、低产出的粗放型发展方式，才能为先进产能腾出市场容量，缓解产能过剩矛盾，促进产业健康发展，才能优化产业结构，提高技术装备水平和国际竞争力，实现工业由大变强。
